Report according to curriculum levels

The curriculum descriptors for Languages are very broad so I was wondering what other schools are doing or how they are reporting.
Most students have done very little, at most 6 lessons or so of Japanese so really they are very much beginners so in some ways, they are just Level 1. However, our school wants them to be Level 4 or higher.
Any ideas or suggestions would be most welcome. If you have a guide that you would be prepared to share, I’d be so grateful. I’m sure that other people have already “invented this wheel” and it could be adapted.
